   I think that is an extremely valid point..It seems like a shame that we are literally junking tons of operational vehicles. I understand in many cases the vehicle is truly a clunker…but in other cases I have seen some cars ready to be junked from the program that people without a car would kill to drive. Also, in light of the whole environmentally friendly kick I can’t imagine how much crap is ending up in our landfills from this program…I think your idea of retrofitting the cars is great
